Königsteiner Schlüssel (Königstein Key)

The “Königsteiner key” is a distribution guideline that regulates the distribution of refugees in the federal states.

The tax revenue of the federal state and its population are the decisive criteria used to calculate how many people each state should accept.


Quota refugees are people who are brought to Germany directly from a crisis area through an aid operation by the government/EU.

Quota refugees do not have to apply for asylum, but receive a residence permit according to §23 or §24 Residence Act immediately after their arrival. The number (contingents) of people who are allowed to come to Germany via these campaigns are limited.
