Familyreunification of my mother as a doctor with blue card

Hello,

i'm a doctor holding a blue card for the first time since June 2025. I'd like to bring my mother (60 years old and retired) to live with me in Germany. My current Salary from the hospital amounts to 48300 euros Brutto. I'm financially stable and have savings and my mom has a stable retirement income from our home country(Iraq). Regarding the new immigration act in 2024, i'm allowed to bring her here through family reunification, my question is what is going to happen after she comes? is she going to get a blue card? She is not going to work in Germany and will depend on her income from Homecountry, so what is going to happen to the blue card then? how is she going to reside here legally without work? when will she be able to apply for Niederlassung?

Another question regarding Health Insurance, if she's not working then should i register her with PKV? can i get her to be insured with my own GKV?

I'm very thankful for any help or tips regarding my inquiry.

Thank you for your question.

To clarify, your mother will not receive a Blue Card, as the EU Blue Card is issued only to individuals employed under a qualifying job contract that meets certain salary and professional requirements. Since your mother will be coming to Germany through family reunification based on your status, she will obtain a residence permit for family reunification, which grants her the legal right to live in Germany.

Although she may be allowed to work, she is not obliged to do so because her residence is tied to you. In her application, her own income from Iraq will be considered as secondary support, but the primary financial responsibility is on you, and your income should be sufficient to cover her living expenses according to German immigration rules.

Regarding permanent residency (Niederlassungserlaubnis), your mother will likely not be eligible to apply through your employment or social security contributions, as this permit generally requires the applicant to have worked and paid social security contributions in Germany. However, family reunification for parents is a relatively new area in German immigration law, and some specific regulations and conditions might develop over time.

Concerning health insurance, while the rules for spouses and children are straightforward regarding coverage under your statutory health insurance, the situation for parents depends on negotiations with your GKV provider. Factors such as her age and any pre-existing health conditions will be considered. Therefore, you should contact your health insurance provider directly to discuss whether she can be covered under your GKV plan. If that is not possible, private health insurance may be an alternative option.
