I WANT TO ASK ABOUT FAMILY REUNIFICATION VISA REQUIREMENTS

I live and work in Poland.  My wife live in Germany last 7 years and she has permanent residence permit in Germany.  We both are non EU citizen. Now i thinking to join with my wife.  I have checked family reunification visa requirement in your website.  There is an exception in language requirement. 

"Exception: Some groups of people are exempt from the requirement of German language skills: 

1. If your spouse has a university degree, no knowledge of German is required of him/her.

I have a University degree from my home country in Bachelor of business administration. 

My question is,

am i eligible for this exception? 

If yes,  can you please give me an official document or website where this this exception has written. 

I have asked in German embassy in Poland about this exception but they can not give any information about this.
