Hello @Muhsen daneshyar thank you for reaching out to us. A family reunification other than the immediate family is very difficult. Married couples and minors are considered as immediate family. For other family members there are a lot of requirements that needs to be fulfilled. You can find the requirements on this Handbook Germany website. So, since you already graduated, you might consider to apply for a different visa at the local German embassy. The embassy in Teheran processes all the applications for Afghans. Here you can find more information about the different visa types. Secondly, on the website of the German embassy, you can find the various checklists with the necessary documents you will need to bring to the appointment. Please let me know in case you have further questions.

Hello @Muhsen daneshyar the requirements for other family members are mostly humanitarian reasons, e.g. sickness and no one else can take care of. Here are more information about this so-called "hardship rule": https://handbookgermany.de/en/family-reunification#faq_323 Please note that this is really difficult to proof and often needs legal advise. Please ask your cousin to contact a migration counselling in his:her area: https://bamf-navi.bamf.de/en/Themen/Migrationsberatung/ You can also tell me the city s:he lives in, in case you need support to find an organisation.
