Retired Parents
Hello!
My parents are retired by Brazilian government. But, both have european citizenship. I'm look for information about health insurance for them. Since, they receive minimum age and wish to move here, in Germany. Our income doesn't cover a private insurance.
Brazil and Germany have a retirement agreement. They can receive their money here and pay the public insurance? Both are over to 60 years old.
Thank you!

It’s great that your parents are considering moving to Germany.
Since they receive a pension from Brazil and hold European citizenships, they could retire in Germany. However, having health insurance is mandatory for a long-term residence.Based on my research, Brazil and Germany do have a social security agreement, but this only ensures that your parents can receive their pension - it does not include health insurance. Pension and health insurance are two separate systems.
In Germany, voluntary membership in the public health insurance system is usually only possible if a person has previously been insured in the German system. If your parents have never worked in Germany and were not previously insured in the public system, it might be very difficult for them to join a German public health insurance.
As you mentioned, the alternative would be a private health insurance. However, private insurance can be expensive, especially for older individuals. Since you mentioned that your income does not cover private insurance, you may want to consult different private insurance companies to compare plans and explore all available options.
I hope you will get this sorted out for your parents and wish you and your parents all the best! Please let me know if you have further questions.
