Work Permit Limit and PR possibility for Dependent Spouse of a Non-German PR

Hello, as I am currently job hunting, I would like to clarify the work permit for dependent visa holders. As a spouse of a PR holder, I am allowed to work in Germany. I want to know if the work permit extends to EU regions as well.
Also, I have been staying in Germany for 5 years now, but I been non-working for most of the years. Am I still eligible for a PR? If yes, then could you please direct me to the requirements?
