Normally not. You will have to prove that your first masters degree is not of equal value in Germany. This would be easier if the institution from which you received your first degree is not recognized as a university by the government of your country of origin or if you received your degree in a part-time course. It will be more difficult if you have to argue that your degree does not open up equivalent opportunities on the German labor market. You may be facing lengthy juridical battles.
