Blocked Account

I am a U.S. Citizen retiree.  I am attending a language shcool for 4 months starting March 1.  It seems U.S. Citizens cannot get a blocked account to satisfy the Berlin Immigration office.  I have proof of sufficient funds in my U.S. account.  Is there another way to satisfy this requirement?  I will not be working during the class and my stay in Germany.

Dear @RobertNYC welcome to our forum!

Unfortunately, sufficient funds at your regular bank account in the US isn't enough. It's seems unusual, that you cannot open a blocked bank account. May I ask at which bank you requested to open one?
It is important that the bank is located in the city you will be, in your case Berlin. This article might be interesting for you.

Alternatives are a bit more complicated and the financial proof are higher. In case you know someone in Germany, s:he could also vouch for you with a "declaration of commitment". You can read more about it on Handbook Germany. Since you have enough money to show that you can effort your livelihood during your stay, I just want to mention it, because you asked about alternative ways.

If you need support to dive in deeper or have further questions, please let me know.
