To be eligible for a Blue Card, you currently need to have a job offer/work contract and match all the three requirements: salary (58,400€ annual / shortage occupation: 45.552€ annual), an acknowledged degree and a study-equivalent position. Since you said that you are re-applying, I assume your university and the degree are already recognized - is that correct? Please note that there will be a new law about skilled worker come into force, currently planned for November, 18th 2023.
