Can I go to job center and seek unemployment benefits and start Deutsch course in Berlin?

Hello,

 I hope all is well at your end. I am reaching out to ask that about three months ago I got a job in Berlin. Soon after getting job, I registered myself in Berlin too - My current address is in Berlin. The new address sticker is also stick on my Ausweis. I have 25 ABS 3.
Since I had fulfilled both requirements (having a job and registration for accommodation) of transfer to another city, so I applied for transfer to Berlin. On July 3, 2023 I received an email from Aüslanderbehörde scripted as below:

“Sehr geehrter Herr Sabir,

ich habe heute offiziell ihre Abmeldung bekommen und melde Sie nunmehr ab nach Berlin.

Alles Gute für Sie!”

I just lost my job. I was wondering to know what the procedure is like now? Can I go to the job center to seek unemployment benefits and start learning Deutsch course? It’s because I have been to many employment agencies, but everyone says that I don’t know/understand Deutsch, so they don’t have job for me.

To conclude, 1. Can I go to job center and seek unemployment benefits and start Deutsch course in Berlin?

T2. Is there any chance of getting sent back to my previous city?

In order to answer your question I have a couple of follow up questions. . 

As I gather you moved to Berlin and started a job and shortly after were let go. You were also still under the obligation to live in the area that was allocated for you when you applied for asylum, this is called „Wohnsitzauflage“ and it lasts for 3 years from the time you have received your residency (§25 Abs 3 AufenthG). You were able to receive a repeal of this regulation because you found an employment subject to social insurance contributions (sozialversicherungsplfichige Beschäftigung). You local Ausländerbehörde has agreed to the move to Berlin. 
Now you have lost your job after recently moving to Berlin and starting the job, is this correct? . If your job was lost within 3 months of starting it in Berlin then the so called residency requirement (Wohnsitzauflage) applies for Berlin now. If this is the case you have the right to stay in Berlin and are not allowed to be send back
 .In addition, the Job Center in Berlin is responsible and you can apply for „Bürgergeld“ or social benefits.

 . Have you already participated in an integration course? You can ask the Job Center about this. You should receive the permission from BAMF to take part in an integration course.
