Can someone with Irish EU citizenship who is self employed live in Germany?

Thank you for your question.

As a national of an EU member state, an Irish citizen can live and work in Germany without a visa or residence permit, including working as a self-employed person. 

Under EU freedom-of-movement rules, you can enter Germany freely, register your address with the local authorities (Bürgeramt) after moving, and then legally establish yourself as  a freelancer ("Freiberufler"). You will also need to register with the tax office (Finanzamt), obtain a tax number, and enroll in public health insurance.

After five years of legal residence, you can apply for permanent residency.

(However, it  is important to keep i mind that certain professions may require recognition of qualifications, particularly in regulated fields like healthcare or trades.)
