Disabled German citizen living in Uganda

I am a Ugandan with an 18 year old disabled son who is a German citizen. I would like him to move to Germany so that he can get some training and skills for independent living. We do not have such institutions in Uganda. I am unemployed and cannot afford to find for him the mandatory accommodation for 3 months that is required during the initial assessment period. His father lives in Germany and does not want him to move there. I need legal advice on how to proceed please. I am not interested in immigrating to Germany.  Can you please help me?

this is the site of EUTB, advisory service for people with disabilities in Germany. Once your son is in Germany, he could profit from a consultation at a local organization. The website is only in German but you can use translator and put English in the part 'free text search'. Maybe this can be helpful for you and your son.
