I have gathered some more information.
In some cities you can take private German courses. However, you should finish with a recognised language certificate. For example, from the Goethe Institute. As the institutions in your place are closed, you will have to contact the Goethe Institute Pakistan or Iran.
The Goethe Institute also offers complete German courses online. These may be a little more expensive than local courses. You can compare them beforehand.
Also, some people in the community told our colleague that the certificate from a language course in Afghanistan is accepted in Pakistan. In Iran you should have a Goethe certificate or an ÖSD or Ökfe certificate.
