It is great to hear that your degree is already recognized in Germany! This is one of the requirements to be able to apply for the Opportunity Card. You can read all the requirements on Handbook Germany.
You can apply for the Opportunity Card at the German embassy in Duschande if you already lived in Tajikistan for more than 6 monaths and your usual stay is there. Please note that the embassy's website already mentiones that processing times are currently very long. Also, be aware that the required proof of livelihood is higher if you are applying with your family.
