Letter of declaration by EU resident

I'm applying for MS in Germany and for that reason I need to have a letter of declaration to avoid block account.

So I don't have anyone in Germany who can give me this letter of declaration so my question is can I get a letter of declaration from a Spanish citizen, is it good to go ?

Or that person should be residing in Germany only ?

Great that you want to apply for a Master degree in Germany! 

It is understandable that you would like to avoid opening a blocked account to prove sufficient means of subsistence, as this can be a big hurdle.
Unfortunately, however, a declaration of commitment for Germany can only be issued by someone who lives in Germany. You can find more information about the requirements and the procedure for obtaining a declaration of commitment on the Handbook Germany.

This means that you might want to re-consider a blocked account.
