Opportunity card

Dear r madam/sir
This is Hashmat from afghanistan and i am writting to inquire about opportunity card, as i go for self check opportunity map i meet the criteria required for obtaining an opportunity card. now i want to get more information about that, how can i apply for it and obtain entrance visa.
