Permanent resindence after 24par.
I arrived in Germany in 2022 from Ukraine and obtained a residence permit according to paragraph 24. Recently I have switched to paragraph 18b. According to the information from handbookgermany.de, skilled workers with 18b paragraph can apply for permanent residence after 4 years of stay in Germany and 36 months of contributions to the pension system. But it is not clear, whether the time when I was a refugee counts in these 4 years.
Could you, please, assist in clarifying this?

Hallo @Ann , thank you for reaching out to us. I am very pleased that you are familiar with our website. Unfortunately, I cannot give you a clear answer to your question. The authorities don't know yet whether the time as a refugee under §24 counts towards permanent residence because there is no law on this. This will become clear when the temporary protection ends. This means that one immigration office will say yes, it does count, the other will say no, it does not count. Decide whether you want to take a risk and apply for a residence permit that you may not get, or wait until you have been in Germany for 4 years without the time as a refugee. Kind regards, Barbara
