Questions about Chancenkarte and IELTS.

Hello everyone,

I am new to this community and I have a couple of questions regarding the German Chancenkarte that I hope you can help me with:

  1. Is the IELTS Academic test acceptable for the application, or do I need to take the IELTS General test? I have a B2 level in English with an IELTS certificate; is that sufficient for the language requirement?
  2. I am a communications engineer, and I can't find my university in the Anabin database. Does this mean that my degree is not recognized?

Please note, that this forum can be used anonymously. Your appeared name should be a nickname. Please change your name in to a nickname, if this might be your name. 

I'll answer your questions according to your numbers:

1. Usually, an IELTS test is accepted at universities. Unfortunately, there is no standardized description on the websites of the German embassies in the various countries. Many only write a certificate according to CEFR. However, I have contacted the Federel foreign office and will let you know as soon as I have received feedback. Alternatively, I can look up the requirements of the German embassy in your country for you. Maybe they are more specific. Where will you apply for the Chancenkarte?

2. It is very good that you have already looked on Anabin yourself. Since you could not find your university, it could mean that your university has not been checked yet. The list on Anabin will only be updated with each new requested degree evaluation. It is therefore possible that your university is not yet listed. I can have a look for you. Could you please tell me the exact name of your university and the country?

I'm applying from libya, and my college is the "College of Electronic Technology - Tripoli"

Dear @Echo unfortunately, I couldn't find your university either. In Tripoli there are only 5 universities listed yet. 

Were you able to find your degree? Was that listed?

The degree is "Bachelor of Science in Electrical Engineering", there is another branch of the same college in the city of Bani Walid. But Tripoli branch, where I studied is not listed.

Unfortunately, I couldn't find the other college in Bani Walid either. Nevertheless, I might found your degree - please find it attached. If that's correct, it is equivalent to a German degree, which is a good start.

Now you can consider whether you would like to submit an application for equivalence to the Central Office for Foreign Education (“Zenteralstelle für auländisches Bildungswesen” or ZAB) in order to be able to show an equivalent qualification. You can find out how the recognition procedure works on Handbook Germany. 
You can also seek advice in advance. The IQ Network, @Beate_IQ_NRW_West & @Ursula_IQ_NRW_Anerkennungsberatung , advises on the recognition of foreign qualifications and can certainly help you with the process. Maybe Beate & Ursula have additional information for you.

The college is:

  • Name of the Institution: The Higher Institute of Electronics
  • Place: Beni Walid
  • Institution Type: State university
  • Country: Libya

However, I think that I should start an application for equivalence to ZAB.

Hello, I can only agree in this case, the certificate evaluation should be applied for at the ZAB. However, it is likely that this is possible because the college in Bani Walid is labeled H+.
