Recognition of qualifications

my name is Riaz from Afghanistan and currently living in Dresden Germany.

l wanted to work here as a Doctor.

how and where must I get help for recognition of my Degree and qualifications?

As an engineer, each state body needs that i live in germany for professional recignition but i live outside germany m how to solve this issue?
