Regarding APS Process& Obligation Letter Requirements

First of all, I would like to express my gratitude to Handbook Germany for providing such valuable information online for free.
I am from India and planning to pursue my Bachelor’s degree in Germany. I need your guidance in this matter.

1. APS Certification Issue
I have completed JEE Mains(JM) but not JEE Advanced(JA) and completed my 1st semester of my Bachelor’s program (BCA) from IGNOU, New Delhi(which is h+ holder open university). I am aware that APS typically requires JM+JA or two semesters of marksheets, but I am struggling with my university as they are delaying the result declaration. Despite contacting them multiple times for over a month, I have received no response. This delay will critically affect my APS process, and if I do not receive my 2nd-semester result on time, I may lose two years of my academic career. Given that I am already 21 years old, this uncertainty is causing immense stress, affecting my sleep and mental well-being.

I would like to ask:

- Can I apply for an APS certificate based on my JM result and 1st-semester marksheet only, to secure admission in a German university?
- If not, is there any alternative solution that allows me to proceed while waiting for my 2nd-semester result. Like can I get admit from German's uni without an aps certificate?

2. Obligation Letter Inquiry(Verpflichtungserklärung):
I have read your blog post about the Obligation Letter but would like to understand the financial requirements more specifically. My main questions are:

- What is the minimum income required for a person to be eligible to sponsor an obligation letter in "Wolfenbüttel" and "Munich"?
Are there any additional conditions that the sponsor must fulfill?

Thank you for sharing your situation. I’m sorry to hear that this application process is causing you so much trouble.

From my research, APS processing times are currently quite long due to the high number of applications. Therefore it is recommended to submit all the required documents to avoid delays or a negative response. However, you could try reaching out to your preferred university in Germany to ask if there are any alternative options for admission. Some universities may offer provisional admission, allowing you to enroll under the condition that you submit your second-semester results once they are available. Unfortunately, we do not have pracitcal experience with such cases, so we strongly recommend contacting the International Office of your preferred universities to ask for options. We would ne happy to hear about your experience and outcome if you would like to share them.

Regarding the financial requirements for a declaration of commitment: Unfortunately, the required income depends on several factors (city, marital status, number of dependents, personal living expenses, etc.) and is not publicly accessible. However, you may have already seen our approximate calculations on our website. Your sponsor should provide the following:

  • a valid residence permit in Germany
  • Provide proof of income
  • Be registered in Germany

The responsible immigration office depends on the sponsor’s place of residence. You can find the requirements for Munich here, and in Wolfenbüttel, it is possible to pre-submit documents online before scheduling an appointment. The required documents seem to be the same.
