Should I move to Germany for job search

Hi,

I am a civil engineer from a non-EU country with C1 level German. I've had my qualification evaluated by the ZAB and have received my "certificate of comparability". I am curios; in your opinion, do you think it's better to come to Germany with a job seekers visa and find a job? Or would it be likely that I get a job from here?

I wonder especially whether German employers generally are willing to take the time to go through the work permit / visa application process for possible employees from non-EU countries.
