Will my Brother’s asylum negatively impact my student visa of that same country (Germany) while I intend to study there and not file asylum? And I have my own blocked account

Great that you already have a blocked account! This means you already meet one of the requirements for a student visa under Section 16b. I agree with Barbara! Your brother's asylum procedure and your student visa are two separate processes and are not related to each other. In general, your brother's asylum procedure will not have any negative impact on your student visa, as long as your application is well-founded and plausible.
