Regardless of the citizenship - I assume, in your case it is Turkish - a person who is holding a blue card from another EU state for at least 18 months can apply for a new employment in Germany after their arrival. This means that there is no need to go through a visa process from abroad and the blue card holder can apply in German at the local foreigners department, if one meets all the requirements: - an acknowledged university degree (you can check that on the database, Anabin - a signed work contract or a job offer - a position, which is adequate to your studies - at least a specific amount of annual gros income (58.400€, for some occupations: 45.552€) . As a quick heads up: applying in Germany isn't always the fastest way to get the new work permit in Germany.
