Traveling within EU without passport/identity card but only with birth certificate for new born

About me: I am an EU bluecard holder from Afghanistan, and have been living in Munich, Germany with my wife and 3 year old daughter since October 2022. 
During our time in Germany, we were also blessed with the birth of a baby boy in July 2023.
This summer we are planning to go for a short family vacation within EU but we are in doubt whether there we might face any troubles (border check, etc.) from the Police and such for not having any proper identity/travel document (e.g. passport) for my 10 months old baby. 

I have already contacted the General Consulate for Afghan Nationals in Munich to apply for an identity document (in this case passport) for him, but given the political situation in my country, they are not able to provide any documents and instead have offered me a letter that needs to be presented to the Foreigners' Office. There, as I was not able to get any appointments, I used the online services https://stadt.muenchen.de/service/info/hauptabteilung-ii-buergerangeleg… and applied for a Reiseausweis für Ausländer along with the proof letter. This normally would take some time for them to just answer if I am going the right direction.


Anyhow, the question is that, in the worst case if we could not get the answer from the Foreigners' Officd in time, would we be legally allowed to travel within the EU without any travel document for the little baby, and just with the Birth Certificate as a source of his identity?

Hello @abhk2 , thank you for reaching out to us and congratulations on your baby boy. Yes unfortunately, many Afghans are struggling to receive papers from the consulate/embassy.
In general, you will need a passport and a visa to travel within the EU. This also usually applies for your children. Unfortunately, the birth certificate will not be enough. He needs some sort of traveling document. Especially if you fly via plane, your travel documents will be checked.
I hope that you can soon receive the documents for your son.
