If you apply for asylum then often you will be allocated to a place that might not be Berlin, there are exceptions to this for example if you had a residence permit before and have decided to apply for asylum. There might also be other options then apply for asylum as your partner is Ukrainian you should have the right to also receive temporary protection. Although the authorities at Tegel did not regard your claim, a lawyer can also help to see if the authorities can be pressured further.
