To start working in Germany, you have different options:
1. With a university degree, you might have chances to be considered as a skilled worker. You can check if your degree is already recognized on the database, anabin. It is important that your university AND your degree are equivalent to a German degree. Here are more information about the recognition process of foreign degrees.
If so, you can apply for jobs from abroad already. Please note that the job (position) needs to be a qualified employment. This means that the requirement for that position at least need 2 years vocational training or a university degree. On Handbook Germany, you can find more information about skilled worker.
2. Alternatively, you can apply at the German embassy for a Jobseeking Visa or, with the new law, an Opportunity Card. Both ways will give you the chance to come to Germany and look for a job. Please note, that the proof of financial means are needed. I linked you our information page accordingly, where you can read more about the requirements.
3. Since you have a lot of working experience, there is another option, in case your degree isn't already recognized in Germany. In case you'll find a qualified job and can proof that your degree is recognized in your home country, you might be able to base your application on your work experience. Please note that solid proof will be necessary.
