rule and regulation for sponsorship

Dear Sir/Madame, my question is how can a German citizen sponsor/invite and afghan 16 years old boy from Afghanistan to Germany , would you please state the rule and regulation on this? thank you

It’s great that you have support from Germany to help you.
First of all, there are different types of visas: a short-term visit visa (up to 90 days) and long-term visas (over 90 days). If you are planning a long-term stay, you will always need a specific purpose of stay, such as school/studies, work, etc. You can find possible purposes for residence on Handbook Germany.
For both types of visas, you need to provide financial proof showing that your living expenses will be covered during your stay. As you mentioned, this can be demonstrated through a Declaration of Commitment (Verpflichtungserklärung). The person supporting you in Germany can apply for this at the local immigration office.
To apply, they will need:

  • Their ID/passport
  • A copy of your passport/ID
  • Proof of income (salary slips from the last six months)
  • A fee of approximately €29

I would like to mention, that the German embassy in Afghanistan is closed, so visa applications must be submitted in Islamabad or Tehran (only for family reunion). Based on experiences from our community,  currently waiting times for an appointment at both locations can unfortunately take several years.
Additionally, since you are underage, you will need parental consent from your legal guardians. If neither of your parents is in Germany, you will also need to have a legal guardian in Germany.
