In general, if you want to come to Germany to work, you must be considered a 'skilled worker': https://handbookgermany.de/en/information-skilled-workers For this, you must prove that your foreign qualifications or university degrees are recognised in Germany. https://handbookgermany.de/en/recognition With the new opportunity card ("Chancenkarte"), people who are not considered a 'skilled worker' might be eligible for receiving a visa for job search when they fulfil other requirements. If your degree or qualification is already recognized, you can apply for jobs from outside of Germany. Here you can read more on tips for job search: https://handbookgermany.de/en/jobsearch-and-application With a concrete job offer in Germany, you can apply for the visa for skilled worker at your local German embassy. https://handbookgermany.de/en/visa-skilled-workers
Another possibility is the opportunity card I have already mentioned above. With this visa, you can come to Germany and then look for jobs. https://handbookgermany.de/en/opportunity-card Beside other requirements, you will need to prove sufficient finances for the duration of your stay (up to 1 year).

It's hard to tell how long it would take for one to find a job and start working in Germany.
